Use of Rapid Antigen Tests to widen

New COVID-19 pandemic orders including density caps

The Victorian Government has announced further changes to the COVID-19 settings, alongside new testing requirements to help reduce waiting times for COVID-19 diagnosis and ensure faster access to clinical care.

New Pandemic Orders from 11:59pm on Thursday 6 January expand the use of rapid antigen (RA) tests.  Victorians will now be able to use a RA test to confirm a positive case of COVID-19 and will no longer have to confirm this with a standard polymerase chain reaction (PCR) test.

Additionally, the Government has made a number of changes to the COVID-19 settings including reintroducing a density quotient of one person per two square metres indoors across hospitality or entertainment venues.

While these do not apply to classrooms, office space or general areas of universities, TAFEs, adult education and other training providers, they do apply to publicly accessible hospitality venues within them such as any restaurants, cafés or entertainment venues.

Remote learning

The Government has extended the strong recommendation to work and study from home, if you can, until Australia Day, the 26 January 2022. Therefore, any learning and training activity that is taking place during this period should, where possible, be delivered remotely.

For those staff and students attending onsite for work and study, facemasks are required in all indoor settings except private homes for people aged 8 and over. This includes all higher education and training providers.

Rapid Antigen (RA) tests

People who test positive on a RA test will be considered  probable cases and be subject to the same requirements as person who tests positive to a PCR test – they must isolate immediately for seven days and notify their contacts.

This means that workers across our higher education sector no longer have to confirm a positive RA test by taking a PCR test.

If they test positive on a RA test, they must notify their workplace if they attended an indoor space there during their infectious period.

They must also report the result of a positive RA test to the Department of Health through an online form or by phone on 1800 675 398 . This ensures people can access the care, information and advice they need, including if their symptoms worsen or they need financial support for isolation.

Following notification of a positive case via a RA test, universities, TAFEs and other training and adult education organisations must continue to take reasonable steps to notify potentially exposed employees that they may have been exposed to COVID-19.

Where possible, universities, TAFEs and other training and adult education organisations should also notify any students who may be potentially exposed.

Anyone who has been exposed are strongly recommended to undertake 5 RA tests (one each day) from the date of notification. A positive result must be reported to their employer.

Anyone with symptoms can now use a RA test to ascertain whether they have COVID-19 or not. If they don’t have access to a RA test, then they can still get a PCR test to confirm whether they have COVID-19.

Rapid Antigen (RA) tests

Universities, TAFEs and other training and adult education organisations must continue to collect, record and store the following information:

  • A list of employees who have been notified that they may have been exposed, and
  • The results of any COVID-19 test of those exposed persons (employees only).

All staff who are identified as an exposed person in universities, TAFEs and other training and adult education providers can return onsite if asymptomatic, or if symptomatic, if a negative RA/PCR test result has been received.

In line with National Cabinet, there will be further updates to contact management in coming days as more RA tests are available to assist with the testing of close contacts and symptomatic Victorians. We will continue to keep the higher education and training sector informed about any changes that affect them here.

Boostersq

If you are eligible for a booster shot, a third dose is critical to stopping the spread of the Omicron variant. Check COVID-19 booster vaccine eligibility to see when you are able to get your COVID-19 booster dose.

The Pfizer and Moderna vaccines are approved for use as booster vaccines and are considered equally acceptable. You can get a COVID-19 booster dose from a GP, pharmacy or Victorian vaccination centre.

Dear Students and Staff,

In response to the Omicron variant, the Victorian Government yesterday (Thursday 23 December 2021) announced a change to the COVID-19 settings to help slow the spread and keep Victoria open.

Since 11.59pm on 23 December, facemasks are required in all indoor settings except private homes for people aged 8 and over. This includes staff and students attending our higher education and training providers for work and study.

Victorians are also encouraged to make use of the festive period to work and study from home if they can. While many staff and students will be enjoying a break from work and study at this time of year, any learning and training activity that is continuing should, where possible, be delivered remotely.

The Government is asking Victorians to do this while more data about the spread of the emerging Omicron variant is gathered and examined.

There are no other changes that directly impact higher education and training services, which otherwise remain open for onsite learning.

These Orders will last until 11.59pm on Wednesday 12 January.

Update on COVID-19 vaccines

The Government has also announced a planned scale up of its vaccination booster program to deliver up to 300,000 doses a week.

Dear Students and Staff

The Victorian Government has announced changes to the Roadmap to Deliver the National Plan as a result of hitting the 70 per cent vaccination target nearly a week early.

Restrictions that were to be lifted on Tuesday 26 October 2021 will now be lifted from Friday 22 October 2021.

In addition, permission to attend work premises onsite will no longer be linked to theAuthorised Provider and Worker (APAW) list. Where workplaces are reopened and workers are permitted to return to work onsite, onsite student placements can resume in these sectors.

For universities, TAFEs, and other training and adult education organisations, the announcement means that from 11.59pm on Thursday 21 October 2021, students can return onsite for hands-on, skills-based learning. Exams and assessments can be onsite when it is not practicable to conduct them remotely, as has been enabled to date by the APAW list. For the time being, all other students must continue to learn from home.

Vaccination requirements

The Victorian Chief Health Officer (CHO) has determined that all workers defined as higher education workers in the CHO Directions, in metropolitan Melbourne and regional Victoria, will be required to be vaccinated against COVID-19. This includes workers in higher education, TAFE, and training and adult education. To continue working onsite, these workers must provide evidence that:

  • they had a first dose COVID-19 vaccine by 15 October 2021, or
  • have a booking to receive a first dose by 22 October 2021, or
  • have a medical exception evidenced by an authorised medical practitioner.

From 26 November 2021, to work onsite, workers must be able to provide evidence to their employer that they have received a second dose and are fully vaccinated, unless a medical exception applies.

The vaccination requirements also apply to:

  • apprentices, trainees or volunteers working onsite in accordance with the CHO Directions
  • apprentices and trainees in employment and students in specific settings (work placements and at residential aged care facilities, healthcare facilities, construction sites and education facilities).

The 15 October 2021 deadline does not apply to workers who have existing requirements under the COVID-19 Mandatory Vaccination (Specified Facilities) Directions.

The currentCOVID-19 Mandatory Vaccination (Workers) Directionsdo not apply to students, apprentices and trainees currently undertaking permitted onsite learning (unless they are in the specific settings outlined above). However, once the state reaches 80 per cent fully vaccinated, all students are required to be fully vaccinated to attend onsite learning. 

Vaccination is the best way to protect yourself, your colleagues, your students and your community. Getting vaccinated will help slow the spread of COVID-19 and prevent future outbreaks in our services.

Dear All,

The Victorian Government has announced the Roadmap to Deliver the National Plan.

This message details information relevant to TAFEs, universities, and training and adult education organisations from the Roadmap.

There is more detail to be worked through to support the staged return of our sector to face-to-face learning but, in the interim, this email contains key information from the announcement on Sunday 19 September.

The Victorian Chief Health Officer (CHO) also declared the City of Greater Geelong, the Surf Coast and Mitchell Shire were to enter a seven-day lockdown which commenced at 11:59 pm on Sunday 19 September, with restrictions the same as those in metropolitan Melbourne, excluding the curfew.

Restrictions will be in place according to the following indicative schedule for all Victorian TAFEs, higher education institutions and adult education and training organisations.

Staged return

Students will return to onsite learning in a staged approach.

The settings below are indicative only and subject to change, based on public health advice at the time.

Metropolitan Melbourne

Current indicative arrangements mean:

Once 80% of Victorians 16 years and over have received their first vaccination:

  • final exams and assessments can proceed for a limited number of occupations and activities, as listed on the Authorised Provider and Authorised Worker (APAW) list
  • other students must learn from home unless permitted by the APAW list
  • the indicative date for commencement is Sunday 26 September, subject to public health consideration at the time.

Once 70% of Victorians 16 years and over are fully vaccinated:

  • onsite learning can recommence for hands-on, skills-based learning
  • the indicative date for commencement is Tuesday 26 October, subject to public health consideration at the time.

Once 80% of Victorians 16 years and over are fully vaccinated:

  • onsite learning can recommence for fully vaccinated Victorians, with COVIDSafe plans in place
  • subject to a density quotient of one student per 4 sqm
  • the indicative date for commencement is Friday 5 November, subject to public health consideration at the time.

Vaccinations

e encourage all students and staff to get vaccinated against COVID-19; everyone aged 12 years and over is eligible for COVID-19 vaccination in Victoria.

The Victorian Chief Health Officer will assess vaccination requirements for all authorised workers in Victoria. These requirements and potential deadlines will be assessed progressively as the Chief Health Officer considers each sector.

Book or change a vaccination appointment at a state vaccination centre through the Victorian Government’s COVID-19 vaccine online booking system. To find a state vaccination centre and opening times, visit coronavirus.vic.gov.au.

You can also book a vaccine appointment at a participating GP, pharmacy or community health service through the Australian Government Eligibility Checker. You can book your appointment online or by calling the vaccine provider nearest to you.

Face masks

Face masks must be worn indoors and outdoors by anyone aged 12 years and over, whenever you leave your home – unless a lawful exception applies.
Staff are not required to wear face masks while teaching, but those who wish to do so, can. Face masks must always be carried.

COVID Safe plans

Workplaces permitted to continue operating will need to ensure they have a COVIDSafe plan in place. If you can work from home, you should continue to work from home. If you can’t work from home or another suitable premises, you can go to work.

Extended restrictions for Victoria and student vaccination blitz

Dear All,

Due to the ongoing level of community transmission of COVID-19, the Victorian Government has announced the current restrictions in place across Victoria will be extended.

This means remote and flexible learning will continue in all Victorian TAFEs, higher education institutions and adult education and training organisations. There are no changes to the current settings or the categories of students who can attend on-site.

Vaccination blitz

To help support the safe conduct of end-of-year exams, the Victorian Government has announced a COVID-19 vaccination blitz dedicated to final year school students, their teachers, and VCE exam supervisors and assessors who support final year school students. 

Year 12 students who are finishing their schooling in a Non-School Senior Secondary Provider (NSSP) and trainers and assessors of TAFE and training organisations supporting vocational education and training for Year 12 VCE and VCAL students are also eligible for vaccination as part of the blitz.

The blitz will begin on 7 September and continue until 17 September. The aim is for all final year school students to have their first dose vaccination before they sit their end-of-year exams. The blitz will operate alongside the vaccination access already available to all teachers and other education support staff.

During the blitz, final year students and their teachers, VCE exam supervisors, trainers and assessors will also have access to a dedicated appointment booking hotline and priority timeslots to attend their vaccination appointment at a vaccination centre. These additional pathways will help support a faster booking process and minimise absence for students during their schooling hours. Walk-in appointments won’t be available as part of the vaccination blitz.

Vaccinations

We encourage all students and staff to get vaccinated against COVID-19; everyone aged 16 years and over is eligible for COVID-19 vaccination in Victoria.

Students with placements in residential aged care and disability care

Residential aged care workers (including students on placement) in Australia are required to receive their first vaccination dose by September 17 as a condition of employment, as mandated by National Cabinet.

Staff and students can book a vaccination appointment at a state vaccination centre through the Victorian Government’s COVID-19 vaccine online booking system or by calling the COVID-19 Hotline on 1800 675 398.

A message from the Premier today re End of Lockdown tonight from 11.59pm:

27 July 2021

“A range of restrictions will ease across Victoria from 11.59pm tonight.

That means COVIDSafe behaviours like checking in everywhere, every time, wearing a mask and getting vaccinated when you’re eligible will remain key.

Retail and beauty and personal care will open in line with density limits, as will entertainment venues and community facilities.

Students can get back to the classroom with schools reopening for onsite learning to all from tomorrow.

Masks will continue to be required everywhere indoors and outdoors (except private residences), unless an exception applies.”

So, for us at TIV, we welcome our Admin Staff, Trainers, Students back as of tomorrow.

Remind them that they must follow the COVIDsafe protocols by checking in with the QR code, wearing a mask and observing social distancing rules.

Statement from the acting premire

On the advice of our public health team, Victoria will move to circuit breaker restrictions from 11:59pm tonight.
These settings will remain in place until 11:59pm on 3 June – but if we can end that sooner, we will.
As we’ve seen here, and across Australia, this kind of short, sharp action is effective in stopping this thing in its
tracks.
Our public health experts’ prime concern: just how fast the B1.617.1 variant is moving.
Overseas, they haven’t been able to track how quickly this version of the virus can move. Here in Victoria, though,
we’re seeing not only how quick it is – but how contagious it is too.
Our contract tracers are identifying and locking down first ring, second ring and third ring contacts within 24
hours. That’s faster than ever. And yet this variant is still moving faster.
The time between catching the virus and passing it on is tighter than ever. The ‘serial interval’ – how long it takes
between the onset of symptoms in the first and secondary case – is in many cases just over a day.
And in just 24 hours, the number of cases has doubled.
It means that although these cases are all connected, this variant of the virus is making people more infectious,
more quickly.
We’ve seen other countries come up against these variants and lose. Badly. Places like Taiwan that have gone
from no or very low cases to skyrocketing numbers in the space of just days and weeks – and now are struggling
to get it under control.
We also know our nation’s vaccine rollout has been slower than we’d hoped. And if more people were
vaccinated, we might be facing a different set of circumstances. Sadly, were not.
If we make the wrong choice now, if we wait too long, if we hesitate too much, this thing will get away from us.
And lives will be at risk.
It’s why from 11:59pm tonight, there will be five reasons to leave home:
Food and supplies. Authorised work. Care and caregiving. Exercise, for up to two hours and with one other
person. And getting vaccinated.
Exercise and shopping will be limited to five kilometres from home. If there’s no shops in your 5km radius, you
can travel to the ones closest to you. Shopping is also limited to one person per day, per household.
Face masks will also need to be worn inside and outdoors – everywhere except your own home.
Private and public gatherings will not be permitted, although visiting your intimate partner continues to be okay.
Single person bubbles will also be allowed.

Childcare and kinder will remain open, but schools will need to close other than for the children of authorised
workers and vulnerable kids.
Shops like supermarkets, food stores, bottle shops, banks, petrol stations and pharmacies will also remain open.
Cafes and restaurants will be able to offer take-away only. Gyms, hairdressers, community facilities and
entertainment venues will all close. Non-essential retail may only open for click and collect.
Hotels and accommodation can only stay open to support guests already staying onsite. No new bookings can be
made – unless it’s for one a permitted purpose, like authorised work.
Advice on who can open, and who can’t, will be made available online ahead of directions coming into place – as
will the full list of authorised workers and workplaces.
It’s clear – more than ever – this virus isn’t going away. And vaccines are the only way we’ll ever get back to
normal.
Without full vaccination, this virus will just keep mutating – and just keep making its way back in.
To that end, from tomorrow and dependent upon supply from the Federal Government, all Victorians over the
age of 40 will be eligible for the COVID-19 vaccine.
My message to those Victorians: if you’re eligible, get vaccinated. Make your plan today.
If someone you love is eligible, make a plan together.
Do it for yourself. Your family. Your friends. Your community. Whatever your motivation – please do it.
Because vaccination is our only real ticket out of this pandemic.

The Victorian Government announced yesterday that additional COVIDSafe measures will be put in place across Metropolitan Melbourne to help keep Victorians safe.

Following advice from the Department of Health, from 6pm, Tuesday 25 May, the following face mask requirements apply to TAFE, training providers, universities, and other
higher/tertiary education providers.
 
If you are in metropolitan Melbourne:

Staff and students aged 12 or older must carry a face mask at all times and wear a face mask indoors when onsite at TAFE, a training provider or university.

Face masks are mandatory for all TAFE, training provider and university staff and students aged 12 or older on public transport and when in taxis or ride share vehicles. 
This includes travelling to and from their place of training on public transport, or in a vehicle with others not from your household.

Teachers and education support staff are not required to wear face masks while teaching (as per the lawful exemption definition on the coronavirus website), but those who wish to do so, can.

Any onsite visitors must also observe face mask requirements.

Change the password as per your preference, going forward your password for your account is what you entered here and not Student@TIV, after you complete this you will be asked to complete the Multi factor Authentication (MFA) setup.

Follow the instructions in the webpage to setup Multi factor Authentication (MFA) using both your personal mobile number and a personal email id. After completing the MFA process the website will redirect to htps://www.office.com and display the webapps like the image below.

From here you can right click OUTLOOK and TEAMS icons and open it in a new TAB, please proceed to STEP 2.

As you would be aware, on 2nd August the Victorian Government made a series of significant announcements about new measures across metropolitan Melbourne and Mitchell Shire to slow the spread of coronavirus (COVID-19). Stage 4 restrictions

Metropolitan Melbourne – Stage 4 restrictions

From 6pm on Sunday 2 August, restrictions are changing for metropolitan Melbourne. Metropolitan Melbourne is moving to Stage 4 Restrictions. The definition of metropolitan Melbourne is based on the Planning and Environment Act 1987 which sets out the local government areas that form metropolitan Melbourne, and will not include Mitchell Shire for the purposes of the Stage 4 curfew or travel restrictions. for further information thanks.

These changes are being introduced to reduce the number of people leaving their homes and moving around Victoria.  

From 2 August, a curfew will be in place in metropolitan Melbourne. Curfews will be in operation from 8pm to 5am every evening, with people only allowed to leave their house for work, and essential health, care or safety reasons.

From 5am – 8pm, you can only leave your home for one of the following four reasons:

Necessary goods and services:

  • To shop for necessary goods and services.
  • You can only travel up to 5km from your home. You should stay as close to your home as possible, for example shopping at the nearest supermarket. For some people the nearest goods and services will be more than 5km away. In this situation you may travel beyond 5km to the nearest provider.
  • Only one person per household can leave home to get necessary goods and services and only once a day (this means you can’t do multiple shopping trips in a day). You should limit the time you spend away from home. If you are unable to leave home because it would mean leaving a young child or at-risk person at home unattended then they may accompany you.

Necessary goods and services:

  • You can leave home to exercise but there are limits:
  • You must not travel more than 5km from where you live to exercise.
  • You can exercise with one other person you live with or a friend or family member, as long as neither of you travel more than 5km from your home. Please use common sense and limit the number of people you see in person right now. It is safer to connect with friends and family using phone calls, social media and video calls. If you are exercising with someone else, you should keep 1.5 metres distance between you. Don’t hug, kiss or shake hands.
  • You must limit your exercise to once a day and for only one hour.
  • If you are a parent or guardian who is caring for a young child or someone who cannot be left unattended then they may accompany you.

Care and health care:

  • You can leave home to receive health care or attend medical appointments. If you need to see a doctor or health care professional, you should do so. Do not put off getting medical care. Your doctor or health care professional can provide advice on how to stay safe.
  • You can leave home to care for a sick or elderly relative. If you are providing care for someone you should try to keep 1.5 metres between you when you can. Wear a face covering.
  • You can leave home to accompany someone for essential medical treatment if you are a parent, guardian or necessary support person.
  • You can take a pet to the vet.

Work

  • If you can work from home, you must continue to work from home. Further announcements regarding workplaces will be made in the coming days.
  • Study at TAFE and university must be done remotely.

Personal:

  • You can still visit an intimate partner.
  • Shared parenting arrangements, both formal and informal, can continue for children.
  • You can leave home if there is an emergency.
  • You can leave home if there is family violence, or violence by another person in the home, and you are at risk. If you are stopped by police, tell them you are feeling unsafe at home and they will help you. Safe accommodation and support for family violence is available. Call safe steps on 1800 015 188 or email safesteps@safesteps.org.au for help 24 hours a day, 7 days a week.

If you do need to leave home, you should wash your hands before you leave and when you return home. Keep at least 1.5 metres between yourself and others. Always wear a face covering, unless you have a lawful exception.

Never, ever go out if you are unwell, unless it is to get tested and then you must go straight home.

If we all do this, we can protect our loved ones, friends, colleagues, health care workers and the community.

Regional Victoria – Stage 3 restrictions

From 11:59pm on Wednesday 5 August, Stage 3 Stay at Home restrictions apply in Victoria, except if you live in metropolitan Melbourne where Stage 4 restrictions apply. The definition of metropolitan Melbourne is based on the Planning and Environment Act 1987 which sets out the local government areas that form metropolitan Melbourne.

If you live in regional Victoria, including Mitchell Shire, there are only four reasons that you can leave home:

  • to shop for food and essential goods or services
  • to provide care, for compassionate reasons or to seek medical treatment
  • to exercise or for outdoor recreation with your household, or one other person
  • for work or study, if you can’t do it from home

You may no longer have visitors to your home or visit other people in their homes.

We all need to play our part to help slow the spread of coronavirus (COVID-19). By staying at home and limiting contact with other people, we can help protect ourselves, our families and our communities from coronavirus (COVID-19).

Why is this change being introduced?

Victoria has seen an increase in coronavirus cases over the last couple of weeks, including increased community transmission. We know that if everyone follows the restrictions, we can slow the spread of coronavirus. We know these new restrictions are tough, but together we can protect our loved ones, friends, colleagues, health care workers and the community.

As you would be aware, on 7 July the Victorian Government made a series of significant announcements about new measures across metropolitan Melbourne and Mitchell Shire to slow the spread of coronavirus (COVID-19).

It is important to note that these new announcements apply only to metropolitan Melbourne and Mitchell Shire. See a list of LGAs in metropolitan Melbourne.

Based on the advice of the Victorian Chief Health Officer, Stage 3 Stay at Home restrictions were reinstated across metropolitan Melbourne and Mitchell Shire from 11:59pm on Wednesday 8 July.

People living in these areas can only leave home for one of four reasons:

  • shopping for essential food and supplies
  • care and caregiving
  • exercise
  • study or work – if it can’t be done from home.

Education remains one of the essential reasons for which Victorians may leave home, and there are a number of courses for which face-to-face instruction is required.

If courses require face-to-face learning, staff and students should maintain physical distancing, including staying 1.5 metres apart, whenever possible.

While physical distancing may not be practical or possible during all activities, other steps to reduce risk of transmission should be followed – such as regular cleaning, practising good hygiene by washing your hands regularly, and coughing or sneezing into your elbow.

Additionally, minimising disruption for students doing their VCE is critical during this time and we want to really encourage training providers to prioritise the delivery of on-site, face-to-face learning for all VCE and VCAL students.

If VCE and VCAL students have been learning online or remotely, providers are encouraged to shift back to on-site, face-to-face learning as soon as possible.

In line with advice from the Victorian Chief Health Officer, the Victorian Government has announced that metropolitan Melbourne and Mitchell Shire will return to Stage 3 Stay at Home restrictions from 11.59pm on Wednesday 8 July 2020.

If you live outside metropolitan Melbourne and Mitchell Shire, there are only three reasons to enter: shopping for food and supplies, medical care and caregiving, and study or work – if you can’t do it from home.

That means you cannot travel in or out of these areas for exercise or recreation.

Outdoor exercise and recreation is limited to you and the members of your household, or you plus one other person if you do not live with them.

A number of businesses and facilities in metropolitan Melbourne and Mitchell Shire will be required to close, including beauty and personal care services, cultural and entertainment venues and community facilities. Cafes and restaurants will return to take-away and delivery only.

Restrictions will be in place until 11:59 on Wednesday 19 August 2020.

The Victorian Government has announced a return to Stage 3 Stay at Home restrictions for 10 Victorian postcodes in response to increased coronavirus (COVID-19) transmission in these areas.

A list of impacted suburbs in those restricted postcodes is available on the Department of Health and Human Services (DHHS) website

If you live in one of these 10 postcodes, there are now only four reasons to leave home:

  1. Shopping for food or other essential items
  2. Care and caregiving
  3. For exercise (outdoor exercise only, with only one other person or members of your household)
  4. Work or study, if you cannot work or study from home

TAFEs and RTOs can continue on-site delivery of practical, skills-based training.

This means staff and students who live in restricted postcodes can continue to attend on campus at their TAFE or registered training organisation (RTO) if work or training cannot be done at home.

If you need to travel through one of the restricted postcode areas, you can do so.

Students and staff who live in a different suburb but work or study at a TAFE or RTO in one of the restricted postcodes can continue to attend.

Keep yourself and others safe

Work or study remains one of the four reasons to leave home, but it is important to maintain good hygiene to keep safe.

Everyone should take the following actions:

  • Wash your hands regularly
  • Don’t cough or sneeze into your hands
  • Keep your distance from other people

If any staff or students have any symptoms of coronavirus (COVID-19), however mild, they must stay home, seek advice and get tested.

  • The Safe Work Australia website contains guidance material on operating in a COVID-19 safe manner, including an employer’s duties under Work Health and Safety legislation and advice on cleaning your premises.
  • The website business.gov.au provides COVID-19 specific information on paying employees, JobKeeper scheme and assistance for paying apprentices and trainees, as well as information about support available for casual employees. You can also access its resources by phone on 13 28 46 or via webchat.
  • The Australian Taxation Office contains information about support measures for eligible businesses and employers, including JobKeeper payments so business can continue to pay employees, the possibility of varying PAYG instalments to boost cash flow and the increased instant asset write-off.

TIV also encourages our staff and students to sign up to the COVIDSafe app. The app speeds up the process of identifying people who have been in close contact with someone diagnosed with coronavirus, quickly stopping further spread of the virus in the community.

Australian government funding

Red Cross has been named by the Department of Social Services as the charity to assist international students and other Temporary Visa Holders.

Red Cross is receiving funding from the Australian Government for the next six months to deliver emergency relief and casework support.

The funds have not arrived and not sure of how much is available for the 100,000s of stranded visa holders. Assistance will include food, medicine, and crisis accommodation costs. 22nd April 2020 – Updates

  • From Monday 27 April we will be implementing additional measures to minimise any health risk to our students and staff:
  • Sanitise your hands when you enter the campus.
  • The 4mx4m and 1.5m social distancing guidelines apply in all TIV classes and Simulated environments including training Kitchens.
  • We encourage hand sanitization as students enter and before they leave (and whenever they feel to do so during the course).
  • It is recommended that all students wear a mask when attending face to face session

13th April 2020 – Updates

Limited face-face sessions and Work-based training

  • As many of TIV students requested that they are happy to attend for face-to-face sessions, Therefore, TIV is organising limited sessions for the students coe’s finishing soon. Student support department will email the timetables for the term 2. TIV is also planning to re-commence practical sessions soon, subject to the social distance guidelines and rules imposed by the Australian Federal Government and Victorian Government. You will be receiving more information via email.
  • As some of students who have lost their jobs due to closure of the hospitality establishments, they are unable to complete the WBT. Therefore, TIV is organising WBT sessions in a simulated industry environment, which is TIV Training kitchen.  We will inform to the relevant students for a briefing session prior to commencing the WBT

Term Break / catch up sessions

This is informed to TIV students that the term break is commencing from 6th April 2020 and on-line sessions will be re-starting from 20th April 2020.  Check your emails for important updates

Catch-up sessions

Students who have received “Not Yet Competent” outcome, TIV is organising catch up sessions either on-line or face to face sessions to provide opportunity to maintain the course progress up-to date.

If you want to participate for the catch up sessions, you must contact student support department via info@techinstitute.vic.edu.au or contact 61 3  96393525. We have received feedback from group of students that they are happy to attend for face-face sessions with the trainer. TIV is organising these sessions subject to the social distance rule which is 1.5m and 4 x4sqm per person in the classroom and premises.

We recommend before you come contact us, so that we can organise the timeframe for you. If we notice the 4x4sqm guideline is exceeding, we may not allow you to enter.

TIV ‘s Delivery plan during the COVID19 Pandemic situation.

Dear students,

We hope that you and your families are well and safe

TIV College has decided to implement online learning tools in order to deal with COVID-19 situation. We have implemented sophisticated online learning systems, live video streaming in order to provide an enhanced learning opportunity for all our students.

A great deal of work has been undertaken by trainers and professional staff in a very tight timeframe to enhance our capacity to deliver a remote learning program for students.

We have also facilitated a dedicated student account through MS-Office as a means of staff and students interacting with one another, that will also provide you access to resources such as a free MS-Outlook email account, MS-Teams, and the whole suite of MS-Office products including MS-Excel, MS-Word, and MS-SharePoint. It also gives you free access to OneDrive for your cloud storage needs.

Please note that TIV College staff, including trainers and assessors are working more flexible hours to contact students outside of normal work hours. We want to give all our students a Fair Go during the COVID-19 pandemic.

Students will continue to receive regular feedback from their trainer through online interactions and responses to work submitted via our leaning management system.

Your trainer will be available online for students from 9:30am until 5:30pm. As informed, from 23rd March 2020 onwards TIV has temporally commenced delivering the on-line classes for theory sessions and suspended the practicals sessions. The decision was made by the TIV management as a measure of minimising the risk to its students and staff. From time to time TIV will assess the situation depends on the information provided by the Australian Government including the Department of Education and training Victoria and Department of Health and Human Services Victoria. As per the current Covid19 rules there are no restrictions to educational classes and work. Therefore, TIV some TIV administration staff will be working on-site to attend your urgent matters. You can come to the college if you need urgent assistance. In addition, there will trainers to assist you with the academic matters as well. However, TIV is strictly maintaining the social distance guidelines in the premises and we strongly advise you to maintain the 1.5m social distance at all time. In addition, the premises thoroughly maintaining the cleanness as a safety measure. Hand sanitizers are available at designated locations and we advise you to use hand sanitizers often if you are in premises.

TIV has already sent you the instructions via email, how to setup the “On-line” class-room session with the trainer.  If you have issues to setup the application or unable to login please contact your trainer or student support staff member via info@techinstitute.vic.edu.au or 61 3  96393525.

Please check your email often as TIV will update you with latest information relevant to your on-line sessions or any other urgent matters

Your trainer will commence the on-line session (theory) with the continuing unit as per the timetable given to you already at the beginning of Term 1 in January 2020.

How to login and setup you access to online portal

Step 1

Open an internet browser window (Edge/Firefox/Chrome/Safari) and go to

(if for some reason the above password does not work, please contact TIV reception and let them know)

Change the password as per your preference, going forward your password for your account is what you entered here and not Student@TIV, after you complete this you will be asked to complete the Multi factor Authentication (MFA) setup.

Follow the instructions in the webpage to setup Multi factor Authentication (MFA) using both your personal mobile number and a personal email id. After completing the MFA process the website will redirect to htps://www.office.com and display the webapps like the image below.

From here you can right click OUTLOOK and TEAMS icons and open it in a new TAB, please proceed to STEP 2.

If you are opening the Outlook Web app for the first time, the page will look like the image below.

COVID-19 Information

WHAT IS COVID-19 (CORONAVIRUS)?

COVID-19 is the infectious disease caused by the most recently discovered coronavirus. This new virus and disease were unknown before the outbreak began in Wuhan, China, in December 2019. Since then the number of confirmed cases has grown exponentially.

Symptoms include fever, coughing, sore throat, fatigue, and shortness of breath.

If you have serious symptoms such as difficulty breathing, call 000 for urgent medical help.

Due to the speed and scale of transmission, on 11 March 2020, the World Health Organisation (WHO) declared COVID-19 a pandemic. However, WHO has continued to emphasise that it is a controllable pandemic; by implementing preventative measures, countries can work towards slowing or stemming a full outbreak.

Currently, Australia does not have widespread community transmission of COVID-19.  However, to help slow the spread, the Australian Government has implemented a number of initiatives including:

  • Restricting organised, non-essential gatherings of more than 100 people, noting this is not extended to schools, colleges and universities;
  • Requiring anyone arriving in Australia from overseas to self-isolate for 14 days; and
  • Encouraging social distancing.

Further measures will likely be announced in the coming days and weeks.

What should I do if I have symptoms?

What will TIV College do if someone that has been at TIV College recently is diagnosed with COVID-19?

If TIV becomes aware that a student, trainer or employee that has been at one of its campuses in the last 14 days is diagnosed with COVID-19, we will:

  • Immediately notify all students, agents, trainers and employees via email
  • Immediately close all campuses in the relevant state for a quarantine period. The quarantine period will be determined with relevant health authorities and all students, agents, trainers and employees will be advised of same via email
  • Undertake a deep clean of the impacted campuses
  • Request the student, trainer or employee who has been diagnosed with COVID-19 to provide a list of anyone they have had contact with in the last 14 days at their campus, if requested to do so by health authorities.

What is going to happen with my Student Visa?

TIV College cannot give you advice on visa issues. You can contact your agent and a national email and hotline has also been set up by the Australian Government to answer questions from international students:

students@dese.gov.au or 1300 981 621 (8 am to 8 pm AEDST Monday to Friday).

 I am on Student visa; can I take any courses online?

Under normal conditions,  TIV College do not offer any online delivery to students, however looking at current circumstances our regulatory (ASQA) has allowed  RTO’s to adopt flexible delivery methods i.e. online where possible this as an adaptive measure as part of Australia’s response to COVID-19  (Click here for more).

You are therefore able to continue your studies with TIV College via online delivery until this pandemic is over and we can resume normal on-campus face-to-face training. We appreciate your patience while we work through these challenging times and changes to our usual delivery that you are used to it.


If we go online delivery what resource and equipment will I need? Will I be required to have access to internet?

For Online delivery access you will need your own device to access our learning management system learning materials and participate in learning activities.

In most cases, a suitably equipped laptop or notebook computer is the best option for all study activities. Other devices may be appropriate such as a tablet or smartphone.

You will be required to have access to internet as you will be logging to our learning management system for interactive learning and access to your material

You will receive a full instruction guide how to use the system and how to submit your assessments.

You will receive further communication with details about your login and how to register.

 Who can I contact if I have technical issues while undertaking online study?

We will be using Microsoft teams to enhance your experience with online delivery, soon your trainer will add you to your group teams where you can communicate with your trainer more quickly and in a better way if you have any issues or concerns.

Also, our campus is not closed you can still call us on 03 9639 3525 Monday to Friday between 9:00 am to 5:30pm.

 Will there still be student support staff on campus?

Yes, campus is still open however, on-campus service will be limited.  The college will take necessary and relevant action to ensure that support is available to all students during the current period of time, and strongly encourage students if you are coming to college please call us beforehand so we know your reason of visit. From 27 April we will go as normal for students who decided to go face to face classes.

At the moment we would like to advise that there will be extended delays in responding to your enquiries and requests, and we thank you for your understanding in advance.

 I need to talk with my teacher about an assessment, what do I do?

If you have already received your login details for Microsoft teams you can send message to your trainer, if you still waiting for the details please send an email at info@techinstitute.vic.edu.auwith any questions regarding your assessments and they will get back to you as soon as possible.


Can I still come to the campus to talk to someone?

Yes we are still open but as advised by Government authorities social distancing is very important in current circumstances, our preferred mode of communication is via email or phone  but if you have any urgent enquiries please contact please call us beforehand what time you will be coming so we can help you quick way possible.


Who can I talk to if I am worried about my family or friends?

Our Student Counselling Service will still be available to all our students. Instead of a face-to-face counselling session these can be either over the phone or video. you can email info@techinstitute.vic.edu.au and they will happily organise you an appointment.

The college and access to students will be limited in the Computer Lab and classroom (No more than 12 students per room at a time).

ONLINE Delivery (This option will only be available during the pandemic)

Please be aware that we will be running live streaming teaching sessions, facilitating discussions in a digital platform and providing assessment and receiving feedback.

TIV College has decided to implement online learning tools in order to deal with COVID-19 situation. We are implementing sophisticated online learning systems Microsoft Team in order to provide an enhanced learning opportunity for all our students.

To help you get the most out of these systems, we have also facilitated a dedicated student account through MS-Office that will provide you access to resources such as a free MS-Outlook email account, MS-Teams, and the whole suite of MS-Office products including MS-Excel, MS-Word, and MS-Sharepoint. It also gives you free access to OneDrive for your cloud storage needs

Face to face option

Please note that at present, TIV College has continued its operation as normal except than applying the online delivery to students who are finishing their course by 27 April or those who are not eligible for any more term breaks. We fully plan to resume normal face to face delivery starting the 27th of April 2020 unless advised by Australian Government not open or there is full lockdown in Australia. Until the pandemic is under control.

Option to study via online delivery or face to face classes registration

Will there be a reduction in fees if I choose to go online delivery instead of face-to-face?

At this point TIV College is not able to offer a reduction in course fees. TIV College is committed to delivering quality course content via online delivery. Note that we are implementing (Student Management System) and MS Office suite (Teams), as it was unplanned and as a result we had to invest into this as a temporary measure. We are not passing on these costs to students to provide this facility for the online delivery. We are doing our best to continue to assist all students given the circumstance so that you and all other students can finish your studies as per scheduled so that you do not breach your visa conditions.

Due to the COVID-19 epidemic, I’m having trouble finding work and paying my next Term fees by the due date. Can TIV College offer an alternative payment date?

Option 1: Yes. If you are a Pay-by-Term student, we are extending the due date and you are now able to pay your tuition fee for the upcoming term by Monday, 27 April 2020 without incurring any late payment fees.

Alternatively, you can switch to Pay-by-Month and pay your tuition fee in instalments, the first of which would be due on Monday, 6 April 2020. Please send us an email at midhun@techinstitute.vic.edu.au latest by the end of business day Friday, 03 April 2020, so we can make necessary changes to your payment plan.

Option 2: Yes. If you are already on Pay-by-Month tuition fee instalment plan and your fees is due on 1st of April 2010

Alternatively, you can switch to Pay-by-weekly or Fortnightly  and this way you can pay your monthly tuition fee in further 2 or for 4  instalments, Please send us an email at midhun@techinstitute.vic.edu.au latest by the end of business day Tuesday, 31 March 2020, so we can make necessary changes to your payment plan.

 I have paid my tuition fee for next term; however, I think I will have financial difficulty due to COVID-19. Can I get my tuition fee back and pay this later?

Unfortunately, TIV College cannot offer this as an option. Please refer to our refund policy available at www.techinstitute.vic.edu.au


I cannot pay my tuition fees at all. What can I do?

If you are not able to pay your tuition fees, you may consider one of the following options:

Request to defer your studies to a future term –OR

Request to cancel your course

If you wish to defer or cancel your studies you are required to complete an Application to Defer or Suspend or cancel your enrolment (This form is available for download on our website: www.techinstitute.vic.edu.au The college will review your deferral or cancel request and follow up with you.

 If you choose to defer and after your deferral request is approved, TIV College will issue a new Confirmation of Enrolment (CoE) for the revised period of study. If you require additional time to complete your studies (beyond your student visa expiry date), you will need to apply for a new student visa. You will need your new CoE to apply for your new student visa. You should apply for a new visa around six weeks prior (possibly longer given the current circumstances) to your current visa expiring. We recommend that you check the Department of Home Affair’s website for further information on student visa at https://immi.homeaffairs.gov.au/visas/getting-a-visa/visa-listing/student-500

If you choose to cancel your enrolment after your request is approved, we will cancel your ecoe via PRISMS. If you need a release letter we will need an offer letter from new provider.

Impact of coronavirus outbreak in victoria

The spread of the coronavirus disease is a public health emergency with economic and social ramifications around the world. While the impacts on businesses are being felt across Australia, the education sector is also facing the largest disruption.

So far, under the direction from the Department of Health and the Department of Education or until a positive case is confirmed at TIV College, the college has continued its operation as normal.

It is exceedingly unlikely, based on all that we know at this point, that this virus will be eradicated soon.

 All Face-to-face classes will be suspended as per the Victorian Government recommendation and we will use this week to make plans for online learning and assessments in order to minimise the risk of COVID-19 spread until any further advice from the Victorian Government/Department of Education/Department of Health and Human Services.

We hope to commence our face-to-face classes from 27th April, 2020 unless advised otherwise by the authorities. In such case, we will commence our classes through online learning and assessment via our Learning Management System.

Continuing student

You can still commence your course as usual. We might be conducting an interactive online/face to face induction and submission of assessment can still be done online. TIV College will keep you informed of when we will be resuming on campus face to face delivery.

Your current timetable and holiday break schedule

Such situation may affect your current timetable and term breaks (4 weeks of your term break will be brought forward during the outbreak). This adjustment in your term break is necessary so that you are able to complete your course within the expected duration as specified on your confirmation of enrolment (CoE) under the National Code 2018, Standard 9 and also under your visa condition/s with the (DHA) The Department of Home Affairs.

A new timetable and due dates (Please note that the duration of your term breaks will remain unchanged except the dates).

Assessment submission

If under any circumstances, we are moving to online delivery, all classes will be held through our online learning platform (Microsoft Teams)

Attendance will be marked based on login and logout details on the online learning platform

 Digital materials/resources for student are available online through Microsoft Teams.

 All assessments must be submitted within due date of your new training plan. If any part of your unit/assessment involves physical presence and/or demonstration, it will be rescheduled, and you will be notified accordingly.

In such case, your login details will be sent to you.

Log in

It is very important to maintain regular routines and schedules for our students – helping them with self-discipline and time management and a sense of normality. Our trainers will be monitoring logins of all students during remote learning.

 In the next few days, we will outline further details of the learning platforms that we will be using and our associated expectations for students and trainers.

Students should ensure that at the end of every day this week they have all the appropriate resources and technology.

Deferment or suspension of study

If you have been affected by COVID-19 and you need to Defer or Suspend your studies, please apply by sending an email to info@techinstitute.vic.edu.au.                        

 Deferment or suspension of study is available only under ‘Compassionate or compelling’ circumstances: These could include, but are not limited to:

  • serious illness or injury, where a medical certificate states that the participant was unable to attend classes
  • bereavement of close family members such as parents or grandparents (where possible a death certificate should be provided)
  • major political upheaval or natural disaster in the home country requiring emergency travel and this has impacted on the participant studies
  • a traumatic experience, which could include:
  • involvement in, or witnessing of a serious accident; or o witnessing or being the victim of a serious crime, and this has impacted on the overseas student (these cases should be supported by police or psychologists’ reports)

Student support services

A team of student support officers will be made available to all students to assist with their queries through phone calls and email.

Counselling services

The registered counsellor will arrange for video call should they require help or where they are facing issues mentally with the spread of coronavirus

Tution fee payment

You are responsible for paying your fees on time. Keep your payment receipt as proof that you paid fees prior to or on the due date.

Critical incident/crisis management meetings

A Critical Incident/Crisis Management Committee has been established and will regularly review and communicate proportionate responses and actions to be taken by TIV College.

The Critical Incident Team will have ongoing responsibility for:

Ensuring staff and students, authorities and services are kept informed in a timely and appropriate manner

Follow-up support services

Review and analysis of the response to the incident regarding the appropriateness in the circumstances, interests of the students, staff, family involved with TIV College

Appropriate services and assistance being engaged to assist with the management of the incident

Ensuring appropriate and timely documentation and reporting of the incident and the response to it

Confirming that all legal responsibilities of TIV College are considered and met.

We are keeping the situation under daily review and we are adjusting our planning and actions as necessary. As COVID-19 cases expand globally and TIV College is taking the necessary steps to protect the health and safety of our students and staff community.

We are also reminding all our students of the need to take sensible precautionary measures, including not attending campus if you are feeling unwell with fever, cough, sore throat, runny nose or other symptoms of a respiratory infection.
